• Problem - Unreasonable cost to cap a paper waste cell with a prescriptive clay - The physical/chemical properties of the waste and the lack of exposure risk to surface and groundwater made alternatives feasible.
  
  
• Solution – Designed test plots and pilot plantings on the surface of the waste cell to assess alternative covers including the planting of high pH-tolerant grasses directly into waste.
  
  
• Traditional Technology Replaced - Prescriptive RCRA compacted clay landfill cover - Selected alternative saved approximately $5 million in closure costs.
